controls: the 2024 Report on competent authorities"},"content":{"rendered":"\n<p>The <strong>Ministry of Health<\/strong> has published the &#8220;<strong><a href=\"https:\/\/www.salute.gov.it\/new\/sites\/default\/files\/2026-01\/Relazione%20annuale%20audit%20a%20cascata%202024.pdf\">Report on 2024 Audit Activities in Food Safety and Veterinary Public Health<\/a><\/strong>&#8220;.<\/p>\n\n\n\n<p>In total, <strong>96 <\/strong>audits were conducted in Italy in 2024 on competent authorities: <strong>15 <\/strong>by the Ministry of Health on Regions and Autonomous Provinces and <strong>81<\/strong> by the Regions and Autonomous Provinces on local competent authorities.<\/p>\n\n\n\n<p>The <strong>most critical aspects<\/strong> identified during the audits were:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>the presence of documented procedures, the effectiveness and appropriateness of official controls;<\/li>\n\n\n\n<li>the organization, planning, and verification of the effectiveness of official controls.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p>The <strong>most common root causes <\/strong>of such non-conformities were:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>insufficient staffing due to lack of generational turnover, resulting from the retirement of official control staff, difficulties in recruiting management-level personnel, the average age of current staff, and the absorption of limited human resources available for other activities;<\/li>\n\n\n\n<li>excessive frequency of reorganization processes within control authorities and the resulting turnover of management personnel, as well as the elimination\/merger of organizational units;<\/li>\n\n\n\n<li>inadequate assignment of tasks and responsibilities and a lack of awareness of the objectives to be achieved;<\/li>\n\n\n\n<li>poor coordination (within and between control authorities and other control bodies), including the failure to identify sector contacts;<\/li>\n\n\n\n<li>inadequate training of official control staff and identification of training needs;<\/li>\n\n\n\n<li>incomplete operator records;<\/li>\n\n\n\n<li>non-interoperable IT systems and\/or insufficient computerization of activities and\/or inappropriate use and\/or accessibility by official control staff;<\/li>\n\n\n\n<li>insufficient availability of material\/equipment, IT, and financial resources;<\/li>\n\n\n\n<li>poor risk categorization of operators;<\/li>\n\n\n\n<li>poor planning procedures; unspecified\/unconsidered risk-based criteria;<\/li>\n\n\n\n<li>deficiencies in the implementation of procedures to verify the effectiveness of official controls;<\/li>\n\n\n\n<li>inadequate preparation of documented procedures and\/or failure to apply them and\/or harmonization;<\/li>\n\n\n\n<li>inappropriate management of documentation and insufficient dissemination of provisions and instructions;<\/li>\n\n\n\n<li>lack of an adequate system for managing internal and user communications;<\/li>\n\n\n\n<li>inconsistent interpretation of regulations;<\/li>\n\n\n\n<li>insufficient requalification of control systems in response to the rapid and significant increase in European regulations.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p>The report also notes that there are some <strong>areas <\/strong>that remain <strong>insufficiently audited<\/strong> by the supervisory authorities, such as:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>national reference laboratories;<\/li>\n\n\n\n<li>other official activities;<\/li>\n\n\n\n<li>the right to defense, appeals, complaints, and litigation;<\/li>\n\n\n\n<li>emergency plans;<\/li>\n\n\n\n<li>the system for issuing official certifications;<\/li>\n\n\n\n<li>laboratories performing analyses as part of self-monitoring procedures;<\/li>\n\n\n\n<li>operator safety;<\/li>\n\n\n\n<li>test accreditation;<\/li>\n\n\n\n<li>Alert systems.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The
